Project Background

The MANDELA project is an international Erasmus+ Capacity Building in Higher Education initiative implemented by a consortium of higher education institutions and expert organizations from Israel, Ghana, Ethiopia, and Europe. The project aims to strengthen higher education through curriculum innovation, staff capacity building, and the integration of cultural diplomacy, negotiation, conflict resolution, and Value and Knowledge Education (VaKE).

Purpose of the Call

The MANDELA consortium invites qualified and independent experts to apply for the position of External Quality Evaluator. The evaluator will provide an objective and evidence-based assessment of the project’s implementation, quality, progress, and impact, in line with Erasmus+ CBHE quality assurance requirements.

Scope of Work and Responsibilities

The External Quality Evaluator will be responsible for:

  • Reviewing the overall project design, implementation, and management processes

  • Assessing progress toward project objectives, milestones, and indicators

  • Evaluating the quality of deliverables, training activities, curriculum development, and COIL implementation

  • Reviewing dissemination, visibility, and sustainability measures

  • Identifying strengths, risks, challenges, and good practices

  • Providing clear, actionable recommendations for improvement

The evaluator is expected to produce:

  • Mid-term Evaluation Report

  • Final Evaluation Report

Budget

The total budget allocated for the External Quality Evaluation is up to 8,000 EUR, covering all evaluation activities and deliverables for the full project duration.
Payments will be made according to contractual arrangements linked to the submission and approval of the required evaluation reports.

Required Qualifications

Applicants must demonstrate:

  • Proven experience in external evaluation of EU-funded or international projects, preferably Erasmus+ CBHE

  • Strong background in higher education and quality assurance

  • Experience with evaluation methodologies and analytical reporting

  • Excellent written and spoken English

  • Ability to work independently and objectively

  • No conflict of interest with any MANDELA consortium partner

Eligibility and Independence

The External Quality Evaluator must be fully independent and must not have been involved in the preparation, implementation, or management of the MANDELA project, nor be affiliated with any partner institution.
